Hi, I search thread of a custom build system for Octane in 10000$ price range.
There was one user present this here with photos and so forth but I cant find it anymore.

Bulverk 4XTitanZ cost slightly more =) plus times are changing..

for 10k$ You can get 6-7 TitanXs + server/workstation grade motherboard (pair of PLX chips onboard) with 6Core..some cooling equipment would cost "a bit", but for ~10K$ You can get ~ or even 1000+ points in OctaneBench =) but some custom work required..
