Is it my understanding that the Octane Cloud will go live with V3?
If so, will it go into open Beta with V3?

To be honest. We are way more interested in the Cloud edition than V3.
On the press release, it talks about the Cloud edition almost as if it is part of V3, but i just wanted some clarification.

It's coming sooner than V3. We are planning to launch orc.otoy.com publicly with a limited free trial to all OR v2 customers during 2.x as we gather data and prepare for a full commercial launch in the V3 release. We want the service to be cheaper to users than going out and buying a GPU to get this extra rendering power, and also focusing on render jobs that are very hard to do even on $10K+ GPU render farms - including 18K renders, animations (with one GPU per frame), and soon light field renders and object baking (both with mutli-light).

will the cloud be also available from all the plugins? i'm on c4d-octane and animation only. a one button solution as if i would hit render within c4d on my machine would simply be amazing!

Right now orc.otoy.com is a web page that you drop your ORBX files into for render jobs. Down the line, we would like to support exactly what you are asking for, i.e. connecting to orc.otoy.com directly from apps and plug-ins. We can't promise a time-frame just yet, but can at least confirm that it is on our wish list too.
