Really strange working with IES lights, see screenshot.
All samples are on 1.

Octane for 3ds Max v2.21.1 | i7-5930K | 32GB | 1 x GTX Titan Z + 2 x GTX 980 Ti
How to use IES Textures?
I have diffuse material with black body emission applied to a sphere (with normals facing out).
Nothing happens.

Rob,
distribution>IES Texture>Projection>Spherical>positionType>Normal space
But for what you are doing, you don't need IES. Just a square bulb with the emitter texure. Maybe crank up the distribution value to 2 and you're done.
IES is good for simulating pot lights or point lights.

Thanks for the quick feedback.
Oli, I only need IES lights on the underside of the kitchen cabinets. The lamp over the table has a light material.
The strange thing is that as soon I switch the IES lights on every other light in the scene gets super dark.

You sure you just don't need to let it converge with more samples? Just thinking out loud here. We usually need to let it go above 1024 samples to see what the light is doing...
Throwing it out there.

check samples on both emitters, set to 1 then increase it when necessary
use ies emitters and not textures, set them to movable proxy.
