Adding a camera tag to the active camera shifts the position of the camera in the render.

My camera will also sometimes get renamed octane camera proxy.
R16 and 2.22.2? Haven't see it before. When is this started? Any special settings or update somethings? Is this happening on a new scene?

Yes, R16 version 16.038, I noticed it yesterday and tried it out on 2.22.1 and 2.22.2 T1 and T2. Same result. This happens on a new scene as well with a simple cube, default camera and a light. Sometimes it is only subtly and others a big jump as I showed you. If you deselect the camera as active and select it again, it will be right until the scene updates the tag then it jumps again.
i would see this easy bug if it happens here. Also never heard before. Somethings should cause on your c4d. But i'm not sure, i'll take a look again. Can you try on different c4d?
It's not happening here. Can i get a bad scene to check it?

Have the same bug here. I also know the reason. It is the wrong focal distance, cause the default focal distance is set to 2000. When you set correct focus, it is correct again. It is since 2.20. Many of my german Cinema collegues have had this bug too but they dont care as it is easy to fix itself and it seems mr oktar does not find simple bugs like that, before he makes releases!
Also there are 6 other bugs in this release i allready found and also found out how to fix for myself. But its useless to report bugs here, cause mr oktar seems to ignore my posts since i told him, that it is not (only) our job to find his bugs!
