there are a lot of different routes to take, but if You want to have flexible system..
that in case of GPU failure You could keep it running in no time..
there's a lot of things to think about, like:
* "PCIe switches" (to disable any card You choose) - useful for fast trouble shooting without any need to physically take those cards out of PCIe slots..
* You can plumb a loop inside Your case _ looks good, but it's more risky, parts need to be way more compatible etc. - external loop is way easier to maintain & even upgrade.
* things like quick disconnects, drainage systems & other well though out features to help quick disassembly & or modification of loop..
- etc. as every situation is slightly different there might be other things to thought out..if You don't want to have long downtime 'cased by maintenance..

no, You don't need those as single 40 lane CPU + PLX chip on motherboard should provide You 4x 16lanes without any need for second CPU. Additional CPU power might help to process Your scene & send it out to GPU faster, but..if You're not taxing Your CPUs with some extensive rendering workloads relying on them.. then going single OCed high-end CPU deal offers better value. Plus if You get a loop for GPUs include CPU to get conservative yet stable OC on it too..
Liquid needs to be refilled as it evaporates, slowly but..You should check Your system from leaks once in a while..& it good to have some plan if..(something would happen - few extra fittings, tube, quick disconnects, etc..but overall some do run for years without any problems). Even best systems can go out..no matter if aircooled or watercooled..but if You don't plan ahead, You can make Yourself a 'favour'..
Maingear rig with 4x TitanZ is sick to say the least - though personally, I'd choose anything less flashy (less disco/xmas tree decoration), but more flexible, easier to maintain - heavy duty machine & as simple as possible loop.
