He's a big iToo Forest Pack Pro user, so that's likely what it was. In fact, Henry Goss (one of Peter's sidekicks at The Boundary) just did a tutorial on using the 3ds Max plugin.
I remember Peter talked 'bout this project on State of Art academy organised AD4 event two years ago =) nice to hear the way those guys are workin (among other speakers Betrand Benoit was sharing his workflows too).
I'm pretty sure it was FP from itoo software =) but for me vegetation is one thing, but his lighting & composition..is what differenciate him from the rest putting onto entirelly different level.
