Hi guys,
I am just wondering why the Index value cannot have a texture map input just like the rest of the material parameters, is there a reason behind this?

has anybody worked with other physical renderers that have this ability? Outside of Octane, I only know Maxwell and they didn't have it; once I saw Octane didn't have it either, I just assumed it was limitation of physical rendering or something. It would make condensation on glass much easier to do, that's for sure!

This would be extremely useful if it could be implemented. Could any developer comment on this please?

This may be possible in V3 using OSL. OSL is very powerful and can be used to implement any BRDF.
