Is the targa image format supported with the Rhino/Octane plugin?

I got the plugin. Super Cool!!! 8-)

No, but it would be a 2min change to add TGA support if you need it. You can load a TGA into a Rhino material, and Octane will pick it up - and if you convert the Rhino material to an Octane material it will also bring across the TGA. But the TGA file type is current missing from the Open File dialog when you are editing an Octane Material.
