motion blur on specular materials

Does anyone have tricks for managing noise in motion blur of fast moving specular-rich materials, like chrome car wheels? I may be missing something, because it seems even PMC at very high sample rates aren't doing much for me here.

Here's a little information about what I'm dealing with. I'd like to know how to deal with this when I need to. The specular reflections on the light posts are clearly the biggest issue. I've got the sample rate on the street lights at a 700:100 ratio with the headlights and sky environment. The hotpixel setting is at .7. This render time is already around 40 minutes/frame. There are 10 street lights in the scene. I'm just curious what can be done in this scenario, if anything. Thanks.
