HDRI Importance Sampling

I noticed that Vizpark recommends using an RGB image inside a Texture Environment map in the Environment slot for HDRI rendering, and using the importance sampling setting .

Is this the correct method or is just using RGB image directly in the Environment slot the same?

First one is correct. importance sampling helps in case of contrast hdri with small bright areas.
