Replying here rather than to your PM in case others have the same question.
I think that the Octane Render Region will not do exactly what you are after. It is designed to focus the rendering to a particular part of the viewport so that you can adjust materials, lights, etc and quickly see the outcome. It is not a final render tool (at the moment). In your case, if you want to reduce noise, have you looked at other options other than rendering a very large resolution and reducing in Photoshop? For example, setting caustic_blur may allow you to render at the final image size you want (and render much much faster). There is also the GI clamp if you are using IBL images.
