Age Restriction for Student Licenses?

Just curious, but why is there an age restriction for student licenses?

(I'm not a student btw.)

Since I got one, just few weeks left of being 21... I would guess even though one rarely finishes College before turning 21 (esp. in Europe), you start to be more financially independent later. And since this isn't huge cost difference, no one is really discriminated by this... it's 20 euros.
But yes, it's bit unusual :) maybe a protection against never-ending-students ? :)
