Any word from The Foundry on adding the functionality to MODOs API so that Octane Preview could run in a native card/form viewport?
Yes - in summary, the Linux version of Modo allows you to create new windows (via QT). I'm not sure if they are dockable or not. The Modo devs are unsure if this ability will be migrated to the Windows and OS X versions of Modo. I'll look at doing a Linux version of the plugin i the net month or two, so will know more about what can and cannot be done then.

Regarding Viewport Navigation, I think the best option is to not sync the Modo Preview with the Octane camera whilst navigating. Then when you UNTICK the Viewport Navigation button you will get the option to set the Modo camera to the Octane camera, or set the Octane camera but to the existing Modo camera.

What Viewport controls do you want? I'd rather not support 10 different combinations - just one, so let me know what you want for zoom (I'll guessing mouse wheel for this), pan (shift key, alt key or no key?) and rotate (shift key, alt key or no key?). Right Mouse click pops the menu, so it will work on left mouse button dragging.

And a question for people....for Viewport navigation, you will click a button and then drag the mouse in the Octane Viewport to move the Octane camera (using controls similar to the Modo Preview window navigation controls). Do you want
a) The Modo camera continually tracks the Octane camera in this mode, or
b) The Modo camera does not track the Octane camera in this mode, or
c) The Modo camera does not track the Octane camera in this mode, but when you exit Viewport Navigation the Modo camera is set to the final position of the Octane camera.

I am unsure if Viewport Navigation will be able to be implemented no OS X.
For OSX, which of these is the easiest to achieve?
If this must be the same for all platforms would not "lowest common denominator" be the answer to this?

If this can be different across platforms, dependent on given platform capability, then I vote for what will get the OSX version completed in a timely manner.

I use both render engines concurrently to a scene, bi directional camera tracking would be great. Option C) would be workable, as opposed to not having this capability.

I think C represents the lowest risk option - and is what I am working on Rick.

I doubt this would be possible. You would need to export from Microstation into Modo and use the plugin from there.
