Hi
When I enable bloom and flare seems like the whole image gets too bright and washed off. Can I just get bloom glare on light emitters like Glow in 3ds max

No. You cannot. It's a camera effect, not an object effect.

However, use the gamma settings to bring contrast back when you use high blooms.
