Yes, the motion blur lenght is controled by the camera blur lenght parameter. The motion blur steps are only useful to avoid artifacts in high speed rotating objects, but the default value should work fine.
How do you use LWSN from command line? ... if LWSN works with renderQ or with the LWSN Layout controler, perhaps there is some kind of problem with the command line parameters.
