This is why I can't use the newest Octane Release

Opening the same file, there are two different results.
I applied a diffuse blackbody emission material to the two panels ticking "matte" option, but their reflection and the lights disappear in Octane 1.5

Could someone explain that?

I don't know what 3d modeling soft you are using, but if you have something like "normals tag" - delete it. Also check with phong tag if it's added and has proper settings.

One difference that I am aware of between 1.2 and 1.5 is the index of refraction for glossy materials. This is likely to have the opposite effect to what you're experiencing, since it was increased somehow by default on existing materials. Might still be worth exploring though...
