It's been widely discussed that the upgrade will cost €99 for existing users. Plus an additional for 3rd party plugins.

Their policy as of late has been to not mention anything until they release it (I was very surprised that they even said this month for release candidate). They used to be much more open and tell us a lot of information. But, as things always do, things that seemed quick at first ended up being a bigger more time consuming process and times got pushed back. Customers started to complain "but you promised it would be out!".
This is exactly what is happening now, they said this month and people have been complaining before the month was even half over that they havent heard anything.

Everyone relax, the more you complain and ask where it is, the less open they will be about things in the future.

They said April. it's still April and will be for another week.
And what if they give it to us in May?

 half of us will die a slow death and terrible suffering in the next few days !

AhAh ! I am sure that meanwhile we all have enough projects to prepare nice scenes that we will happily render when time will come.

Patience !

Not the official answer, just reading your post I've associated with some words of one coder in one of russian technical podcasts:
"After you got some time estimate from programmer, to get the release date: multiply the given period by 3, and then add exactly 2 weeks to this - as any code can be written in 2 weeks."

Seriously - patience please. We are working hard on it right now...
