Jeez, that's a lot of questions
I'll try to answer them to the best of my knowledge:
Post-processing does not affect how the image is rendered. It's just an overlay calculated on the output of your normal render. That's why tweaking the settings doesn't restart the render.
There is a small penalty for running post-processing. Once you leave the scene alone, post-processing is only calculated every so often so it shouldn't affect render times that much. On my laptop (Geforce 610M), the speed drop is about 6%.
Yes it could differ when the resolution is modified. It should not differ too much tough.
You could just render your scene and then do post processing. Currently it's not possible to capture post-processing effects in a different image.

furthermore, when rendering animations the plugin turns off the post fx during rendering, and does apply it at the end of each frame only - btw this also means, even when used with an animation, it will not be visible in the viewport. hope it still works as intended
