It is, in essence, 1.5. These are the preliminary releases testing the features in a lead-up to the milestone stable 1.5. Don't let the numbers fool you, there won't be any major additions between these release candidates and the final 1.5.

Are these releases compatible with current plugins? As I didn't see anything related to Blender wsith these new standalone releases ... I assume I can't update the Standalone to 1.23, while using the Blender plugin for 1.20?
