Cycles render engine released with permissive license, was this issue ever resolved about the infringement on Octane code. Sorry to open old wounds, just thought we should know what happening out there.

Blender was never infringing on Octane code. That was all in the head of Terrance (radiance). Seriously there is nothing to see here so lets move along.
Blender Foundation has opted to make their license terms for Cycles a little more liberal that's all. It has nothing to do with Otoy or Octane
