Texture-controlled Index?

Hi, is there a particular reason why I cannot put a texture into the Index node?! :?

I have a real-time character that has a wetmap applied to it's face, so I want to use a grayscale texture into the Index to determine where is more reflective because of the wetness, but the Index node does not allow me to put a texture. I can do it in the specular node, but it's not enough, as human skin and water obviously don't have the same IOR.

What can I do?

I would think it'd be better to use two materials mixed with your grey scale texture.

Ok, I guess this is the only way... I would like to know if there is a specific reason why the Index node cannot use a texture input, or they just thought it wasn't necessary.
