Not in the standalone. You might want to check with the plugin developers to see if this is on any of their roadmaps.
One way you could do it is to break out your video into multiple images then run octane using a script and substitute the texture image you want to animate with the frames from your video. (Of course you will need to take frame rate into account...) Not pretty but doable. This is something that octane power tools would be good at.
Another way is to matte it in post using your video editor of choice. (unless you want to use it as a light source or in reflections...)

Thank's for reply, I was try in 3ds max still can't put video as material. Last hope I must compose in post pro. :( Hope can use video as material in next update :mrgreen:

In Softimage you use a rendermap and plug a image sequence to the material. Ask in the 3DSmax plug-in thread. Im sure there is something similare tehre..
