How to lower clock speed or voltage requirements of 580 GTX

So making it... say 15? 20? I assume that is a millsecond unit but I'm not sure what that does or what it refers to.

I do not mind a bit of a hit on rendering but does it slow anything else down?

It is in seconds, so you would think 10 should be plenty but it's a simple test to change it to 20.
It shouldn't effect any render speed.

I would not recommend lowering voltage. I had 2x580 and they constantly failed until I increased voltage and set "force constant voltage". I use this option with my GTX 680, and set voltage to max (water cooled) - no failures at all. Bear in mind that I have water cooled GPUs. Anyway try to stabilize your voltage by setting "force constant voltage", not lowering it. Your gpu will work at the highest voltage only under load. BTW I use MSI afterburner.
