I would like to know how much system ram is used on a 3GBs video ram scene during voxelizing and loading mesh.....700 mb video ram on my gtx 460 1gb excedes 4 gb of system ram for example....cause i want to upgrade and i don't know how much ram should i purchase !

16 gb or more if you are contemplating maxing out your 3gb with polys regularly.
Often a chunk of vram space is taken up not by the scene data but by the film space/resolution you specify later.
8 gb will get you by for 1.5gb and perhaps 2gb with some paging to disk for the occasional heavy scene.
While you can page to disk some it slows down loading considerably and it is best avoided.
System ram of 5x the vram and then rounded up to the nearest standard size is a good practical min. estimate I think.

Yeah, I have 16GB of ram and I have maxed it out on a couple of occasions. I only have 2GB video ram as well.

Are you stuck for ram slots? or perhaps the cost is putting you off and you are thinking a SSD is a better use of your money overall?
Maybe you need to think some about what it is you want to render.
It could be that you can get by with a 2gb card in which case 8gb or 12 gb might get you through most situations. Can you tell us what type of work you anticipate doing so we can refine our help?
I'll mention an experiment I tried to max out my 2gb card with pure polys - managed to get 12m in there along with a very small film size.
From memory I used about 12gb loading that. It paged to disk after 8gb of course and I seem to remember I waited about 20 mins or more so I guess with a SSD you might wait 7-10 min(?)
The thing is though for my usual renders I dont need to use all that space and a reasonable bit is used/set aside for the image itself.
If you are contemplating getting a card based mostly on a large vram size you might be over estimating your usual need and you might reconsider spending the same money on a faster card albeit one with slightly less vram. 2gb is a good size for many purposes but if you are into complex archviz on a regular basis then it *is* probably not enough.
You also need to consider the power draw and connectors, and the physical size of the card to know what is best to buy. When the Octane code is updated soon Kepler cards are going to allow twice as many textures to be loaded than previous generations. This is an important practical consideration as well.
If you dont use a second card for display purposes while another is dedicated to rendering then there can be decent gains to be had by doing that - off loading vram space used by windows, improved UI responsiveness etc

Also consider that from now on we will be using the instances build, which saves VRAM (and consequentially RAM) in a lot of cases (archviz will benefit the most).

So you'll be probably ok with 16 GB of system ram on your 3GB card.

(considering space for film, at least some textures and inevitable system vram usage - you'll never be able to fit whole 3GB of geometry there)
