Scene does use Octane light tags. I can't share the scene publicly.
Update - checked R5 and still having the same issues. I did DM a link to my icloud drive to the file. If I remove the images from the Octane light tags, the scene lights do work but of course not in the desired fashion.

Same here with XParticle and xpTrail and render as hair.
