RTX OctaneBench 2019 Preview is based on CUDA 10, while recent Nvidia drivers are based on CUDA 11.
So, you should need to downgrade the Nvidia driver to a version from past year, while waiting for the upcoming new version of OctaneBench with Ampere/RTX support.

We are working on gathering user scenes for a new OB next year that will leverage RTX fully as in this scene. In the meantime, OctaneBench 2020 will be live soon with the classic OB3/4 scenes, with a more modest speed boost with RTX on by default.
otoy should probably update the link on their official octane page to point here https://render.otoy.com/octanebench/ instead of to this discussion thread where people waste time downloading, installing, and running the 2019 obsolete version which doesn't work with current nvidia drivers.
