For an environment, i would prefer a linear response curve because all camera effects are a type of post processing.

The background behind my mind is, that it is easier to change a linear base image to many other good looking images, as from a post processed one.
As an example take a pure red cube in an environment. Render it, based on a linear responsed background, and all looking good.
You can now apply a response curve and the environment AND the red cube are changed correct.

Make the same on a good looking post processed environment. You will never get a good looking red cube.
Experiment in your favorite image editor to make the cube pure red, the environment looks poor...

I voted for 5 but if you also support moonlight then we need 1 as well ie a light and a dark horizon. :geek:

I USED ARTLANTIS, there is the possibility to add such clouds. that could be integrated into octane, it allows the material to have glossy reflections of clouds and sometimes avoid using HDRI.
