Octane stops to render the next frame because Octane insn´t closed correct and lives as a process. The plugins checks the process and if one is present, the next frame wasn´t exported.
That is the problem why some people writing that they can´t render an animation.
It has also nothing to do with your problem...

nope, they have to come "clean and tidy" to octane ;) . What I usually do is keep all the linked textures in a folder and a secondary with a copy of the originals, so when for whatever reason I have to downsize any I do it to the "working" ones and always keep an original copy of them.
