We announced this was how V4 was going to work back in March 19 launch video. It also
covers 3.08

Ah my mistake. I thought you were just getting offline back in like it was - didn't see the launch vid just what was posted here.

Gonna need Offline mode enabled ASAP or a full refund, this is unacceptable.

Nowhere on the feature page does it say "cannot work without internet."

Totally agree with you. I had to buy a USB dongle (49$) to work offline.

Yes, sorry, the USB dongle is the solution provided to support the offline licensing system. You have more details in the Octane purchase page, selecting the "Offline USB dongle" option:
