error running new Octane demo?

New computer with new error message: "The program can't start because cudart64_32_16dll is missing from your computer. Try reinstalling the program."

I updated the driver to version 270.71 directly from the Nvidia site which did not solve the problem, so I'm not sure if this is a driver problem or something else.

Windows 7/64bit
Quadro 2000
Octane build 2.46b

That file comes with Octane. Make sure that the Octane executable you are launching has this file in the same directory.
