Hi Singlebit,
Fog is possible through 3 different ways.
1 using OctaneDaylight medium node
2 using medium node with .VDB cube, cloud, etc
3 using specular material with geometries.

about 2: how-two screenshots (a.jpg b.jpg) and 3dsMax sample scene attached (vdb.rar) and a .vdb cube (cube.rar)
about 3: you could use a geometry (e.g. cube) and assign Octane specular material.
In this case, the camera must be "external" from the geometry, but within the visual field, if you do not want to see the "shape" cube.
In your case, option 2 might be the solution for you.

if you go to the top view you can actually see the medium radius as a sphere and adjust to whatever size visually. In the image attached is a medium radius around the warehosue
