I have a question about this. Some of my staff are big time gamers and brought up an interesting point. They told me that the Titan X has 12 GB, but since it is really two cards only 6GB is available for textures. I have read so much about this, but I have not found anything about this point related to Octane. So would the 1080 offer more usable memory than the Titan X? The 4 GB I now have on my 970 is fine, and only came close to running out of memory once. But this has always been a concern.

TitanX is SINGLE Chip GPU so it's all 12GB available for use in Octane (depending on windows but in theory all 12 is there).
GPU they are talking about is TitanZ, that's DualChip GPU and then each chip has 6GB and Octane would see 2 GPUs each with 6GB Ram.
So short answer is ; NO, 1080/1070 will NOT have more available VRAM than TitanX (Maxwell or Pascal).
