You should be able to define material for Octane hair primitives using Octane sdk? Can you change root and tip colors of Octane hair primitives?
Also can't you access Mental ray material slot under Hair&Fur ? This is where the material is assigned when using Mental ray. Would be nice if it would work with Octane materials too.

If you use "geometry" under Hair rendering options, then maybe this will make the hair geometry accessible in more standard way? No ?
