This file is needed and NOT in the provided zip
mh, i think it is; in the zip the folder is called:
\x32+x64\C_Users_Username_AppData_Roaming_DAZ 3D\OctaneRender_settings.oczdb

but you may want to completely skip this and go on with the just published update here:

the 3rd party installer framework is also updated, and according to the maker some problems with win 8/8.1 should be sorted out; please report back if the installer now works on your win8.1(?) - thanks...
