What is the trick if I want to render close up of a light bulb so the glow wire is still visible while the thing is turned on.

i have never tried that (at least not with a renderer), but in real live you would place a very dark filter in front of the camera. the effect is not only a visible wire, but a subtle glowing around it, because of the light diffusion of the filter. maybe it works like that in octane also...

edit: i assume, you would also like to see the glass of the bulb; this may need some kind of cheating though...

Does the glas geometry need to be double sided? I mean with thickness ... air gap and so on

Yes, because if you use single side mesh, the whole volume will be treated like if the bulb was filled with glass : the empty volume behing the glass will have the same IOR as glass. I encountered the problem with cars : with single side windows, the glasses acted like strong lenses ad the inside was deformed.
