Will answer this myself. There was a bug. Installer was replaced by OTOY and now it works great!

PRIME OctaneRender™ for Blender 2023.1.2 - 28.9 [STABLE] errors,
it is not possible to start Octane in addon panel - lot of errors.
Prime server works fine -with ACTIVATED STATUS.
