So is the paid version of blender 2.8 all access out now? Or is it just the prime 1 GPU version?

Octane plugin for Blender 2.8 all access version has not been released yet. The first test release is for all users – free tier.

Next builds should be available for both licensed and free versions, but only for Windows right now.
We decided to make the Windows version feature complete and more stable before working on the OSX and Linux versions.

let me rephrase all of that:

Octane for Blender 2.8 should be feature complete and quite stable in about one month, with the possibility to be integrated with Octane 2019.2.
Then we'll have to wait for the official Blender 2.81 release and get the Octane integration done for it as well (and not being a brand new integration that shouldn't require much time).
There's a new build available already that implements live DB and improves stability. We'll get Motion Blur and Hair support in the upcoming builds.
It's an ongoing process, and considering a brand new implementation normally requires a lot of time, we're getting there pretty quickly.

i am honestly bit confused with the nomenclature, parallel builds and all that.
i remember you cordially asking me about my comment on the clunkiness of octane in blender in another thread.
if i may answer here, i was on 2.7 and creating lights was very confusing. needed to do an emitting plane if i recall correctly?
also when in live viewer mode no gizmo was visible for any of the objects. there was also an input lag when rotating/moving etc.
i had to uv unwrap any object if i were to use triplanar aswell.(this is a general problem with octane?)
there is a couple of other things but it was just a weird experience. i am sure the rc will be far smoother.
