It's visible because they are like objects are in the implementation. Also that's not a bug and not a plugin thing. It will require to be implemented differently in the Core.

This is not a bug, it is an example of misalignment between scene scale and degree of precision. You are blasting a spotlight at full power at distance of only 40 cm in a scene optimized to work at human scale. Add a decimal place or two to Ray Epsilon, or scale up the scene a bit. Basically, Octane needs a higher degree of precision to avoid light leaking out the corners at the end of the cone.
