Whenever I make any changes in my Octane Scatter settings, it won't update in either the workspace or the Live Viewer until I disable and enable the Scatter. This is seriously impeding my workflow. Am I missing something here?

give a better example about what are you doing!

I'm scattering objects in my scene. If I change literally any setting in Octane Scatter, it doesn't update until I turn the Scatter off and back on again.

The auto-update simply does not work.

This is why I ask for details, because it's always updating here and on others. You have something different on your side. Find it by yourself or give better visual details like scenes/images/videos/etc..

I don't understand how you think this is a reasonable thing to say to someone who pays a monthly fee for your product and is asking for help with a bug.

Anyway, here's a few screenshots of my issue. I'm using the capsule as a control object for the leaves, i.e. the leaves are scattered onto the capsule with position and rotation modifiers. When I move the capsule, the leaves stay put. When I turn Scatter off and back on again, it updates to the new position.

I'm just here for helping and fixing if there are issues or explain the questions for community. Developers don't have to answer every questions but I'm trying to do my best. So don't mention you're paying and have every aspect of criticisms. And your post still doesn't have enough information about your setup. Also we don't know it's a bug or user mistake. I see many posts claim there are bugs but there are not bugs in most of these. Just lack of information about limitations or usages.
Again, please post a scene or some pictures/videos about your full scatter setup to show how did you set it up and what are you moving!

There's nothing wrong here, it will not work like this. It will reset the Matrix to distribute over the points. Do how I set it up and will work as putting it under a null.

I copied the exact setup you posted and it still isn't working. Octane Scatter won't update any settings on the fly until I turn it off and back on.

So you have somethings else. Do you see updates with another objects? Show it via a full screen video
