Hi,
probably you have overexposed pixels, try to increase the Saturated to white parameter, in the Camera Imager node.

it cleans out big noises but small noises can't be removed

The noise depends from you lighting, materials, and kernel settings, so difficult to say from the render.
Also camera Imager settings can have an impact on noise.
Are you using Path Tracing or PMC kernel?
Please post some screenshots about light, diamond material, camera imager, and kernel settings.

ciao Beppe

Hi,
I have a missing plugin error:
323E6B88-2BBA-4F9D-9CA7-EDFD69C8C992.jpeg
Anyway please try with the following version:
colorful noise_b.zip
(2.36 MiB) Downloaded 297 times
I have cjanged the Light ID of one light, and enabled the Transparent Emission option for both lights:
239F7E7E-3FD7-4B70-8FDB-3E0E305C4474.jpeg
Then reduced the GI Clamp to 10, copy pasted the Exposure from the Camera Imager to the kernel panel in the Expected Exposure field, and enabled the multi light passes, so you can evaluate each light and environment separately.

I don't see colored noise, but only dispersion, anyway, I have enabled the AI Denoiser for the final touch.

Looking forward for your feedback,
ciao Beppe
