As we know it is better to use HDRs then sunlight as long as bidirectional pathtracing is not introduced.
So wouldn't it be possible to bake the environment (sunlight + sky or all incl. geometry) into a HDRI?

Nope unfortunately not, because the reason why sunlight is causing problems is its size. If you would like to bake a correct HDRI the sun would be only 1 or 2 pixels wide, which means you would then run into the same trouble as with the daylight system.
