License offline mode keeping me from pulling Licenses

I have 11 render nodes that I have unlocked manually via the website (running out of those because this issue keeps popping up). Right now it won't let me pull a license on the node because it is telling me I have licenses active in offline mode. How can I kill those active offline mode licenses? I have rebooted the machines and still no luck. Upon further investigation I also had to unlock my old Houdini to Octane licenses on the website to get it working. My question still stands for deactivating licenses in offline mode via a different method than the website.

Hi,
are you working with Octane 3.07 or previous?
In this case, you need to Start Standalone in each machine, go to File/account, and press the Sign-out button to manually deactivate the license.
Then Sign-in again, and untick the Offline checkbox, in the activation splash screen.
Then you need to do the same procedure to enable Offline again.
Note that from Octane 4.0 you need to purchase the new Offline USB Dongle option from the shop page, choosing the option in the top menu:

We are using 2019.1.4 only right now and getting issues. I have gone into each node and opened both standalone and HtoO, and then deactivated the licenses, yet still it shows as being used. I think it must have something to do with when we have to kill renders through our farm management software. This has even happened here on my local machine.
