Animated Environment & Motion Blur Bug

Hi Paul.
When rendering an animation with motion blur active, if I also have the rotation of the texture environment animated, this is not picked up in the renders.
However, if I have none of the motion blur features activated then the rotation of the environment map is picked up correctly.
I have provided a test scene where you can see this behaviour:

To see the issue, render the animation with none of the camera motion blur features ticked in the Kernal/Animation. The renders will show the environment map rotating correctly (changes in reflections and shadow direction). Then run the same animation with all the motion blur features ticked for example (no visible changes in the reflections or shadow direction).
