Post effects + lighting off after first frame rendered

Hey all,
I feel like I solved this issue once before in the past, but was having a hard time tracking down the resolution anywhere online.
For some reason when I look at my scene I am rendering in the live viewer it works as intended and everything is glowing all nice with my emissions and have post effects enabled. The issue is when I choose to render a full 450 frame scene it will load the lighting on first frame only then octane seems to shut off my emissions and post effects on all frames going forward. I had this issue once back in r14 when I was originally working on the project, but now I have updated to r17 since the problem still persists all of a sudden I assume its a setting or tag conflict I am missing.
Since the project is commercial, I cannot share the actual file with the forum unfortunately, but I am glad to provide a screenshot of my hierarchy and anything else needed if this is not some easy fix (or if I am just missing something with my tags). I have already confirmed that the camera tag has the post effects enabled and to me it all checks out fine to other scenes I have rendered without issue.
Any help would be wonderful! (Machine is OSX Yosemite, Mac Pro 8 Core (2010), Nvidia 680 2gb card)
