Maya EXR bug...or feature?

If I select some render passes and choose Maya16 IFF as the render format I end up with an EXR for each pass (including the beauty) AND an additional multilayer EXR named with the suffix _passes.
Is this correct? If I have the multilayer, why would I want to render all the individual files as well? That's a whole lot of redundant files to delete off my network when the render's done?
Also, the weird thing is that the multilayer EXR containing all the passes is smaller by several MB than any one of the individual pass files...?
By the way, plain old IFF won't produce EXRs, which confuses me because it shows regular IFF being chosen in the Octane manual screenshots, and as far as I can tell 16 bit IFFs in Maya are no more float than regular IFFs...
