Rotating Environment

I attached an Ocatne Rotation Transformation node to an Octane Image texture for an HDRI Environment Node

I can only rotate in Z and not around Y

Anybody have any ideas?

If you connect directly to the image texture transform then you can just connect a translate node and translate the texture in x, effectively sliding the texture around the sphere it automatically gets mapped to. If you want to use a rotation transform then plug a spherical projection into the image texture and connect the rotation transform node into the projection transform pin and that should work as expected.
