Trouble getting pure RGB colors in self made mat ID texture

In my workflow, I need to render out pure RGB color masks for different areas of labels (text, bg, foils, etc). I create a texture that is pure R,G,B colors in photoshop and render out an image using a solid environment light. I am having problems getting Octane to render out pure RGB colors I set all color management off, set the camera to linear and gamma to 2.2. I've tried various levels of lighting intensities and various render settings and gamma settings but I can't get the result I need. Below is a ample of the issue I am having. any thoughts?
