No, Studio and Enterprise has the same features, the only differences are in the number of GPUs and Network rendering option.
I don't remember any other user reporting this, but this is related to Nvidia driver, not Octane.
Try to upgrade Window to the latest build, and perform a clean installation of 472.47 Nvidia Studio driver:

Thanks for the advice, I've downgraded to this version with the latest Windows updates but did not succeed. Interesting thing is that it works until I start a browser. Meanwhile rendering I could switch to Wordpad, Calculator, Paint 3D

, even Photoshop without a drop of the render speed! But as soon as I started Firefox, even if I quit, Octane is slow when PV is inactive. As if something has turned on in the background and until I don't restart the PC, it stays the same. I've tried Dexpot to make Cinema 4D "always on top" to solve it temporarily, but it's not always on top, but being the window in focus.

Weird, I have seen this behavior with Chrome, but not with Firefox, that I use everyday without issues here
Try to personalize the Nvidia Control Panel, to not use the GPUs with Firefox

Now I had some time and found the issue that causes this kind of specific error (GPU render slows down when Cinema 4D is inactive - not in focus). I write it down in case anyone experienced it:
I started processexplorer.exe and was waiting if a new program starts while rendering. The issue is not caused by browsers, but by an application called "addinprocess.exe" that starts to run at some point after system startup. Addinprocess.exe is a part of the .NET framework (4.0 in my case) and after some searches, it turned out that it can cause performance issues with both the CPU and GPU, and even though I have the latest 4.8 framework, it is also functioning. I've tried to reinstall .NET framework, but turned out to be not the easiest thing, but it might work for others.
So what I've done is that I took all permissions of the file and renamed it to anything else (properties->security->full control) which I don't recommend for anyone, but my issue is solved right now and perhaps several other issues are created

You are a golden user, one able to thoughtfully and artfully investigate/solve an issue and share with the community. I vote this man a free year of Octane, or at least a batch of good cookies.

. In fact, I've gained so much useful information from the Octane forum throughout the years, that this was the minimum.
