Many thanks! That's interesting!
It happen on me with just TFD. I'm on win7. I suppose that's about ogl/cuda or network parts.
We have found similar issue in some old versions and was about a octane callback which is not cleaning on exit. But i has been fixed.
This is a different issue. And i wish to hear some words from others about what they have in plugins.

Do you use C4D shared/network licenses? One thing I noticed here in our office is that if you close C4D and it asks you to save unsaved changes and you say "No", C4D will not shut down properly. The only way I could find around the problem is to use "Quit and free license" instead of just "Quit". Could this be the issue here?
(This is independent of any installed plugins)

when I put out of plugin folder the octane plugin, C4D clos normally and with the octane plugin, it crashes during closing.

I have also the same problem on two PC's one is Win7 and one Win10, all 64. The win10 says this program has stopped working and needs to close everytime I close C4D. The win7 hangs in the process manager and it doesn't close. All is happening with every other plugin removed and just the octane plugin in the folder. If I remove the octane plugin and keep all the others C4D closes normally. I've also deleted the appdata octane folder in both pc's. What is interesting is that since a 2-3 versions now, when i close C4D on the home PC and go to the office it asks me to retry to login so i have to (using teamviewer) go to home pc open octane and manually log out before I'm able to login to the other one. It happens on both PC's and internet is fine. It used to be automatic and release the license every time I closed Octane. So I'm thinking maybe it has to do with octane not signing out properly every time we close C4D?
