In Windows 10 all should work fine. Don't you have a houdini.env file in your Documents/Houdini15.0 folder, where you have put the plugin folders?
With the plugin folders in the $HOME directory, you don't need to touch the houdini.env file, but it must be there, in the Documents/Houdini15.0 directory.
I must leave now for one hour, perhaps later we could chat by skype if you can't fix the problem.

i placed all together with houdini.env, in the same file.

Ok. I was wrong, my mistake, sorry.
Even if you copy all the plugin folders in the Houdini $HOME directory, you must edit the houdini.env file and add the PATH line:
PATH = "C:/Users/Orel/Documents/houdini15.0/bin;$PATH"
Please, add this line to the houdini.env file and try again.

Great! ... the problem is that in Linux you don't need to set this PATH variable, and I had forgotten that in Windows you must always set it, even for a bin folder in the $HOME directory.
